Essex County plans free 2023 “Strut Your Mutt Pet Costume Contest” on Oct. 28 at Brookdale Park in Bloomfield and Montclair. Registration opens at 9:00 a.m. and the parade begins at 9:30 a.m. Awards will be given in multiple categories.
