Story time for toddlers planned by South Orange library on Dec. 3. The event is from 11-11:45 a.m. at the Baird Center. Registration is required. Adults must accompany children.

SOMA Shares seeks donations of coats, boots, hats, and gloves for children and teenagers. Wool, denim, and leather coats are not accepted. Eligible N.J. residents can apply for state utility assistance programs to lower their heating costs as the Board of Public Utilities approved a nearly 16% increase in gas rates. Board officials said that the increase is necessary to fund infrastructure improvements to prevent gas leaks and other issues. State payment assistance programs like Home Energy Assistance Program and Universal Service Fund are accepting enrollment. Applications and guidelines are available online.
