The Third Circuit Court of Appeals recently upheld a preliminary injunction barring the use of the county line in June’s Democratic primaries, which was enacted following a ruling that the ballot design is unconstitutional. The ruling, described by attorneys as “monumental,” maintains the order that county clerks must print office-block ballots, grouping candidates by the office they seek rather than by party endorsement. Local advocates hailed this as a significant win for more fair elections in N.J. and against the county line practice, which favors party-backed candidates and discourages potential opponents.
