Orange’s municipal elections are facing a ballot redraw on Mar. 28 following allegations of fraud against City Clerk Joyce Lanier. Quantavia Hilbert, a councilwoman running for mayor, raised concerns that Lanier manipulated the initial draw, favoring the incumbent, Mayor Dwayne Warren. Judge Robert Gardner found the claims credible and in violation of state law, also ruling the banning of filming during the draw unconstitutional.
