New Jersey Gov. Phil Murphy recently proposed a $55.9 billion spending plan for the coming fiscal year, including a revival of a business tax that would fund N.J. Transit’s $900 million fiscal deficit. In his budget address, Murphy asked lawmakers to approve a 2.5% non-marginal tax on all income earned by businesses making more than $10 million in net annual income, replacing the recently expired corporate business tax surcharge. The new tax is expected to generate $818 million in annual revenue and will apply to an estimated 600 businesses.
